A major goal of the national Intelligent Transportation System (ITS) Program is to create “a transportation system that is prepared for and well-protected against attacks; that responds rapidly and effectively to natural and human-caused threats and disasters; that supports appropriate transportation, emergency management and public safety agencies; that ensures the ability to move people and goods even in times of crisis; and that can be quickly and efficiently restored to full capability".

Accordingly, Northern Virginia’s Smart Travel Program places significant emphasis on transportation security. Smart Travel systems in place to effectively manage transportation on a day-to-day basis are also the best tools to facilitate transportation management during natural and man-made crises. That is why the VDOT NOVA ITS Architecture deals specifically with establishing information connections between traffic operations and emergency response agencies, and why the Northern Virginia Traffic Operations Center and Smart Traffic Signal System support emergency response.
