Hurricane Evacuation Guide
Phase One Evacuation
24 to 14 hours before the start of tropical storm-force winds
Motorists should expect some entrance ramps to be closed in order to smooth traffic flow onto the interstates and prevent bottlenecks.
You should follow the hurricane evacuation signs (shown here) to lead you away from the area.
During an evacuation, the Monitor Merrimac Memorial Bridge-Tunnel’s (MMMBT) tube headed north, connecting Suffolk to Newport News, will be closed to all traffic to prevent jams at the Interstate 664/64 interchange.Click for larger view


Follow these signs during an evacuation
All I-664 traffic headed north toward the MMMBT will be detoured onto College Drive at Exit 8 and directed to use Route 17 to evacuate. The MMMBT North and I-664 North are not designated as evacuation routes.
When instructed, evacuate as follows:
Virginia Beach:- Those north of Interstate 264 should use I-64 West toward Richmond.
- Those south of I-264 should use I-64 East or I-264 West toward Suffolk.
- Those east of I-64 should use I-64 West toward Richmond.
- Those west of I-64 should use I-64 East and I-264 West toward Suffolk.
- There will be no access to I-64 from Chesapeake Boulevard.
- Those east of King Street (Route 278) and north of Pembroke Avenue (Route 351) should use I-64 West toward Richmond. There will be access to I-64 West from LaSalle Avenue, I-664 and Mercury Boulevard.
- There will be no access to I-64 West at Mallory Street or Settlers Landing Road.
- Those east of King Street and south of Pembroke Avenue (including Fort Monroe) will use Mercury Boulevard/Route 258 South (James River Bridge) to Route 258/32 in Isle of Wight County, or Route 143 West to Route 199 (around Williamsburg) to Route 60 West.
- Those north of Mercury Boulevard will take Magruder Boulevard and use Route 17 North, crossing over the Coleman Bridge toward Fredericksburg.
- Langley Air Force Base will evacuate out of its west gate toward Magruder Boulevard South, to I-64 East, and will then use Route 258 South (Mercury Boulevard to the James River Bridge) to their evacuation assembly area at Fort Pickett.
- Residents should use Route 17 North toward Fredericksburg.
- Residents may also use Route 171 (Victory Boulevard) to I-64 West toward Richmond.
Middle Pennsula:
- Residents of the Middle Peninsula should evacuate using Route 17 North.
- Residents of the Northern Neck should evacuate toward Fredericksburg on Route 17.
- All residents of Northampton and Accomack counties should use Route 13 North as an evacuation route.
