About the Toll Relief Program
The Virginia Department of Transportation (VDOT) has developed this Toll Relief Program to help ease the financial burden of tolls on Norfolk and Portsmouth residents hit hardest by the tolls on the Elizabeth River Crossings (ERT). Toll Relief is a 10-year program and the first year, 2017, will serve as a pilot.
Toll Relief is being funded by Elizabeth River Crossings, LLC (ERC) through an agreement reach with the Commonwealth of Virginia to help offset the cost of tolls to those the most financially stressed. The agreement supports a broader effort by Governor McAuliffe to minimize the financial impact of major construction improvements on motorists in Hampton Roads.
