Project Details

The project is located in the Town of Front Royal. The purpose of the project is to improve the existing road to meet future traffic capacity and to improve the current traffic movement in the Town of Front Royal. Happy Creek Road currently has two variable-width lanes with substandard shoulders and drainage.

The improvements include reconstructing Happy Creek Road as a two-lane road with curb and gutter from Sixth Street to 0.62-mile west of Route 606 (Shenandoah Shores Road) near the Warren County line.  

Left and right turn lanes will be provided at Meadow Lane.  Four-foot wide bicycle lanes will be provided adjacent to the travel lanes on each side of the roadway.   A five-foot wide sidewalk will be built on the south side of the road.  New water and storm drains will be provided throughout the project.

There are also hazards such as trees and utility poles at the edge of the existing roadway which create safety hazards.  Adequate “clear zones” will be designated for the shoulder area adjacent to the roadway. The steep hills will be reduced and the curves will be lengthened to provide better sight distances for drivers and improve the overall safety of the roadway for all users.

Funding for the project comes from federal, state funds. Over $1 million in local match funds from the Town of Front Royal area also being used on this project.

Project plans were approved by VDOT Chief Engineer Malcolm T. Kerley, P.E on October 28, 2009.

The average daily traffic count is 5,300 vehicles per day.  This number is anticipated to increase to 12, 400 vehicles per day by the year 2028.

Media and Public Events

A citizen information meeting concerning this project was held on June 27, 2000 and a public hearing was held on February 26, 2002. Both meetings were at the Front Royal Fire Department located at 221 North Commerce Avenue in Front Royal.

Benefits

The completion of the Happy Creek Road project will provided a wider and safer roadway with pedestrian and bicycle accommodation.  It will also benefit the community with improved drainage.
