
Proposals
The Virginia Department of Transportation (VDOT) has received four competing conceptual proposals under the Public-Private Transportation Act (PPTA) to maintain and operate the Dulles Toll Road (DTR) in Northern Virginia. VDOT also received an updated version of the original unsolicited proposal submitted July 15, 2005 by the Dulles Corridor Mobility Consortium. This update adds the Macquarie Infrastructure Group to the Consortium. VDOT will conduct a quality control review on all submitted competing conceptual proposals over the next thirty days to identify the proposals that will proceed to the Independent Review Panel.
Each of the conceptual proposals is provided below. Confidential Tab 3 financial information has been excluded from those proposals where the proposers requested exemption under the Freedom of Information Act. The Chief Engineer has granted conditional exemption pending further review. VDOT will review the proposals for compliance with the law and the implementation guidelines to ensure full disclosure of proposed use of public funds. Any additional disclosure required of the financial plan will be posted as received during the quality control process.

Background
Notice was provided on October 18, 2005 that VDOT would be evaluating each proposal submitted for the Dulles Corridor Mobility Project in accordance with the revised version of the PPTA Implementation Guidelines. Due to the close proximity in time associated with the end of the competition period for the Dulles Corridor Mobility Project (October 28, 2005) and the approval date of the Implementation Guidelines, VDOT allowed initial submittals utilizing the evaluation criteria for both versions of the Implementation Guidelines. During Phase II (Independent Review Panel), VDOT will coordinate with each compliant and competing proposer to allow for consistent criteria to be evaluated.
In accordance with the revised Implementation Guidelines, VDOT has named Mr. Jeff Hetzer (Program Manager for Innovative Project Delivery) as the single point of contact for the Dulles Corridor Mobility Project. All correspondence or communication associated with the Dulles Corridor Mobility Project should be addressed to Mr. Hetzer.
Public Notice
The Virginia Department of Transportation (VDOT) has received an unsolicited proposal from the Autostrade Group (Autostrade), John Laing plc (Laing), and the Infrastructure Investment Group LLC (IIG) and collectively identified as the Dulles Corridor Mobility Consortium (DCMC) pursuant to the Public-Private Transportation Act of 1995, as amended (the Act). DCMC proposes a concession agreement to collect tolls, operate, improve, and maintain the Dulles Toll Road (DTR) and the Dulles Connector.
The work proposed by DCMC includes the following elements:

Construction of improvements to the
Dulles Toll Road Corridor and
installation of technology improvements
on the DTR;

Assumption of the operation and
maintenance of the DTR, Dulles Connector
and associated bridges and improvements;
utilization and improvement of the DTR
administration building and maintenance
yard; together with the rights to
collect the toll revenue and receive the
Greenway-collected DTR toll revenue for
a fifty year concession term; and
- Payment of Virginia’s DTR-supported share of the cost of delivering rail to Dulles Airport and into Loudon County at Route 772; defeasance of the current DTR bonds; and repayment of the Fairfax County note.
In accordance with the PPTA Implementation Guidelines, adopted by VDOT under the Act, VDOT has established that the posting period for this proposal will end on October 28, 2005.
Notice is hereby given that VDOT has received the above referenced unsolicited proposal subject to the Act, that VDOT intends to evaluate the proposal, that it may negotiate a comprehensive agreement with the proposer, and that it will accept for simultaneous consideration any competing proposal VDOT receives in accordance with the Implementation Guidelines by the date specified above.
