About the Project
The purpose of this project is to improve safety and increase capacity on Monticello Avenue (Route 321) and Ironbound Road (Route 615) through roadway and pedestrian improvements at the News Road intersections.
Along with the addition of a new 11-foot lane, curbs and gutters to Ironbound Road, a second right turn lane has been added on News Road to Ironbound Road. A second left turn lane has been added on Monticello Avenue to News Road. The existing sign island located at Old News Road was removed.
Pedestrian safety improvements included updating the sidewalk handicap ramps at the intersections to improve accessibility and reconstructing new sidewalks once the new lanes are added.
A design public hearing was held in March 2012, and the field inspection meeting was held in August 2012. The notice to proceed for right-of-way acquisition was issued in December 2012. The construction project was advertised in September 2014, and the $2.1 million construction contract was awarded to Basic Construction Company, LLC on November 10, 2014.
Construction began in early March 2015, and is estimated to be complete in spring 2016. All construction work is dependent upon weather conditions.
The project was completed on May 23, 2016, in advance of the scheduled completion date of May 27, 2016.
Grading operations and conduit installation on Ironbound Road, Monticello Avenue and News Road have been completed. Installation of the signal pole foundations has been completed, and crews have finished setting the traffic signal poles and mast arms.Traffic signal operations, including the installation of traffic loops, and related utility work have been completed.
All paving and striping has been completed on Ironbound Road, News Road, and Monticello Avenue.
Other completed milestones include the installation of storm drainage systems and structures on Ironbound Road, as well as installations of the Hampton Roads Sanitation District (HRSD) force main and the James City Service Authority (JCSA) water main.
To minimize the impact to motorists during this time, crews have placed asphalt at the left turn lane on News Road and re-opened the lane to southbound traffic. On Monticello Avenue westbound, the existing left turn lane has been re-striped and using the temporary traffic signals, that lane has also re-opened to traffic.
