Commonwealth Requests Public Comments on PPTA Guidelines
RICHMOND, Va. – The Virginia Office of Transportation Public-Private Partnerships (OTP3) is seeking public input on how to increase transparency, competition and public involvement for projects that are developed under the Public Private Transportation Act (PPTA), also referred to as P3 projects. The OTP3 is requesting comments as part of its review process to update the 2012 PPTA Implementation Manual and Guidelines (P3 Manual). The PPTA allows the state to partner with the private sector, using their capital and innovation to finance and deliver projects.
The Commonwealth Transportation Board (CTB) recently approved a resolution directing the OTP3 to strengthen transparency and the competitive process for P3 transportation projects. Part of that involves giving the public an opportunity to share comments and ideas on how to improve the process.
“The McAuliffe administration is committed to an open and competitive P3 process that is used for the right projects, based on public input and transportation needs,” said Transportation Secretary Aubrey Layne. “The request for comments serves as the first step in reaching out and obtaining information that will be used to make the P3 process what it should be – a tool to deliver projects that leverage private sector equity, minimize risk for taxpayers and maximize benefits for the traveling public.”
OTP3 Director Douglas Koelemay said, “From my perspective, requesting comments to strengthen various important elements of our P3 process is an indication that public officials, such as the CTB, better understand that P3s are a tool, not always appropriate for every project, but worth considering with the right checks and balances in place.”
Public comments on the P3 manual will be accepted from July 21 to August 19. The request for comments and current P3 Manual are available at www.vappta.org.
