COLONIAL HEIGHTS—I-95 bridge replacement activities at Laburnum Avenue originally scheduled to begin at 8 p.m. have been postponed due to inclement weather. The contractor may begin bridge replacement activities once the rain has tapered off Saturday afternoon if conditions are safe for them to do so. “Unfortunately, this work is weather dependent,” said Scott Fisher, project manager. “Rain combined with overnight temperatures below 40 degrees significantly limits the amount of work the contractor can safely complete prior to reopening all travel lanes by 6 a.m. Monday.”

Should the contractor determine weekend weather conditions are favorable enough to begin bridge replacement activities, I-95 traffic will be reduced to one travel lane in each direction to allow crews to replace the remaining two sections of the southbound bridge at Laburnum Avenue (mile marker 79). In this case, drivers should expect major delays along I-95 in downtown Richmond Saturday afternoon through 6 a.m. Monday.

“If this weekend’s weather prevents the contractor from completing the work that needs to be done, they are permitted to use the third weekend to finish the bridge replacement,” said Fisher. Should the third weekend be necessary, drivers can expect I-95 traffic to be reduced to one lane in each direction from 8 p.m. Friday, November 4 through 6 a.m. Monday, November 7. Weeknight double lane closures and daytime single lane closures (excluding morning and afternoon rush hour) are also permitted along I-95 for bridge replacement work.  

VDOT strongly encourages travelers to use one of the following alternate routes to bypass the construction.

From I-95 south (Henrico): Access I-295 at exit 84 to reach I-64 east/west or areas south of Richmond; through travelers can use I-295 south to bypass Richmond and re-enter I-95 south at exit 46 in Prince George County.

From I-95 north (Prince George): Access I-295 at exit 46 to reach I-64 east/west or areas north of Richmond; through travelers can use I-295 north to bypass Richmond and re-enter I-95 north at exit 84 in Henrico County.  

From I-64 east (Goochland/Henrico): There are three alternate routes:

  • Access Route 288 south at exit 175 in Goochland to reach Chesterfield County locations and to re-enter I-95 at exit 62
  • Access I-295 at exit 177 to reach I-95 north or I-64 east of Richmond
  • Access I-195 south at exit 186 in Richmond to reach downtown destinations, Route 76/Powhite Parkway Extension (toll) through Chesterfield County or the Downtown Expressway (toll).

From I-64 west (Henrico): Access I-295 at exit 200 to reach I-95 north/south or I-64 west of Richmond.

The following four traffic cameras are available to view traffic conditions during the Laburnum Avenue bridge replacement:

  • North of the Laburnum bridge – I-95 at Bellevue Avenue (near exit 80) or I-95 at the Route 301/Chamberlayne Avenue interchange (exit 82)    
  • South of the Laburnum bridge – I-95 just north of Westwood Avenue (near exit 78) or I-95 at Boulevard (exit 78)
