HALIFAX RESIDENCY FORMS NEW MANAGEMENT TEAM
Vance and Conner join Martin in leadership roles

While the Halifax Residency of the Virginia Department of Transportation (VDOT) has a new management team in place, it is not a team without long and diverse experience.
Earlier this year, Kenneth Martin was named the residency maintenance manager (RMM) for the residency which oversees Halifax and Pittsylvania Counties. He began his career as a crew member and progressed through the ranks to become superintendent at the Volens Area Headquarters in Halifax County. Prior to being named RMM, he was the residency maintenance program manager (RMPM).
Martin’s promotion left open two RMPM positions in the residency. The second position had been developed when the two large counties were combined in 2010.
In December, Kay Vance, Jr., joined the staff as one of the new program managers. Vance has been a VDOT employee for six years and most recently served as a maintenance program coordinator in the Staunton District. It that role, Vance was responsible for budgets, spend plans, contracts and emergency event coordination.
In a very complimentary turn of events, long-time Halifax employee J. D. Conner, III, a 32-year employee of the Department, accepted the other manager role in January. Conner has experience in the equipment, maintenance and construction areas of VDOT and prior to assuming this new position was maintenance superintendent at the Bethel Area Headquarters.
“I am very pleased with the background and experience this team brings to our district,” says T. A. Wiles, IV, Assistant District Administrator for Maintenance. “Together, they have well-rounded experience in many major areas of VDOT’s operation and I look forward to their continued success.”
In addition, two other recent management changes have occurred. Two new superintendents have been appointed. Stephen W. Casen has been promoted to the leadership role at the Volens Area Headquarters, while Ross B. Poppe accepted the position at the Bethel Area Headquarters. They have 15 and 21 years of service with the commonwealth.
