VDOT Announces Promotions
Robert H. Cary, P.E., LS, District Administrator of the Lynchburg District of the Virginia Department of Transportation (VDOT) announces the selection of the Lynchburg District’s new Assistant District Administrator for Construction Robert Guercia, P.E. and Assistant District Administrator for Preliminary Engineering Shannon D. Cotulla, P.E.
Cotulla, a VDOT employee since 2002, was promoted to the manager of the Location & Design section in 2004 and recently completed a one-year assignment as the acting District Construction Engineer (DCE). A licensed Professional Engineer and graduate of VDOT’s Executive Leadership Program (ELP), he graduated with a Bachelor of Science Degree in Civil Engineering from North Carolina State University in Raleigh.
In his new position effective March 10, 2008, Cotulla will direct preliminary functions, to include location & design, right of way, environmental, materials and transportation planning and will work closely with the district administrator and assistant district administrator for construction to develop the district’s Six-Year Improvement Plan (SYIP).
Guercia has over twenty years of transportation-related experience which includes construction management, preliminary engineering/design and maintenance. Most recently, he has been employed as a Senior Engineer/Project Manager for Pinellas County Public Works in Clearwater, Florida. He, also, has extensive experience with the Florida Department of Transportation (FDOT), including serving as an assistant maintenance engineer, construction project engineer, assistant district permits & contracts engineer and assistant district roadway & traffic services engineer.
A licensed professional engineer, Guercia is a graduate of the University of Florida with a Bachelor of Science Degree in Materials Science Engineering. He will be joining the district staff in April.
