NEW LEADERSHIP NAMED AT SALUDA RESIDENCY
Joyce McGowan will oversee VDOT transportation programs, highway maintenance and emergency operations in Middle Peninsula

FREDERICKSBURG – The Virginia Department of Transportation (VDOT) has named Joyce McGowan to the position of Saluda Residency Administrator.

 

The Saluda Residency encompasses Gloucester, Mathews, Middlesex, Essex, King William and King & Queen counties.

 

McGowan will oversee nearly 100 employees charged with maintaining 1,753 miles of state roads.  

 

“After serving as Assistant Saluda Residency Administrator for the past 9 years, Joyce is familiar with every facet of VDOT maintenance and operations in the Middle Peninsula region,” said Marcie Parker, VDOT Fredericksburg District Administrator. “Her experience makes her uniquely suited to working with localities and residents to find context-sensitive solutions that enhance safety, promote economic development, protect the environment, and reduce congestion.”

 

McGowan co-managed VDOT’s emergency response in the Middle Peninsula over the past decade, including back-to-back snowstorms in winter 2010, and the tornado debris cleanup of April 2011.

 

Prior to serving as Assistant Residency Administrator, Joyce was VDOT’s contract manager at Saluda Residency for 5 years. She joined VDOT in 1994 in Richmond as a federal submissions officer in Central Office, ensuring projects received federal funding reimbursements.

  

Joyce is pursuing a combined bachelor’s degree and master’s degree at Virginia Commonwealth University, and she will graduate with a B.A. in political science and an M.A. in public administration.

 

McGowan lives in the Town of West Point with her husband and daughter.

The Saluda Residency is one of three VDOT residencies in the 14-county Fredericksburg District.

 

The Northern Neck Residency, located in Richmond County, oversees road maintenance and emergency operations in the counties of King George, Lancaster, Northumberland, Richmond and Westmoreland.

 

The Fredericksburg Residency, located in Stafford County, oversees the counties of Caroline, Spotsylvania and Stafford counties.
