Realignment and reconstruction completed; Meadow Creek Parkway detour will be closed

CULPEPER — East Rio Road will reopen to traffic on Monday, Nov. 22 and the temporary detour on Meadow Creek Parkway will be closed. The traffic switch will begin after 7 p.m. on Monday evening and the new traffic pattern on East Rio Road will be in place by Tuesday morning.

Traffic using East Rio Road will continue to use the intersection at the northern end of the Meadow Creek Parkway. Motorists traveling east on Rio Road will turn left at the signal; traffic going to the Charlottesville-Albemarle Technical Education Center will turn right at the signal. The through lane that directed traffic south onto the parkway during the detour will be closed.

Traffic traveling north on Park Street will no longer turn left at Melbourne Road when the detour is closed. That traffic will continue north on East Rio Road to the signal, turning right to continue west on Rio Road or going straight through the intersection into the CATEC parking lot.

East Rio Road has been closed since Oct. 11 between Dunlora Drive and a point west of the intersection of East Rio Road and Pen Park Road. The closure was necessary so that section of East Rio Road could be rebuilt to connect to the northern end of the Meadow Creek Parkway and an underground utility pipe near the road could be relocated. Two new entrances to the Dunlora community were also completed.

The $11.8 million project is building a new 1.4-mile, two-lane parkway from East Rio Road south to the Charlottesville city limits at Melbourne Road. It includes the just-completed reconstruction of a portion of East Rio Road and replacement and widening of the bridge over the Norfolk Southern Railroad tracks. In addition to the parkway a 10-foot-wide paved pedestrian path will roughly parallel the road project through a linear park between Melbourne Road and East Rio Road. The path will be connected with the Rivanna Trails network when the project is finished.

The project, which is being built by Faulconer Construction Co. Inc, of Charlottesville, is scheduled for completion on Oct. 14, 2011.
