THIRD CROSSING PPTA PROCUREMENT CANCELLED
RICHMOND - The Virginia Department of Transportation (VDOT) is cancelling the current procurement effort to receive detailed proposals for creating the proposed Hampton Roads Third Crossing. The proposals resulted from Virginia’s Public-Private Transportation Act (PPTA), which lets VDOT partner with the private sector to build transportation facilities using innovative financing to fund the projects. The proposed crossing would improve mobility in the area and relieve congestion at the Interstate 64 Hampton Roads Bridge-Tunnel.
Two groups that had submitted conceptual proposals for the crossing two years ago asked VDOT to extend the mid-December deadline for submitting detailed proposals for up to two more years. VDOT decided to cancel the effort instead.
In his Nov. 20, 2006, letter to VDOT Chief Engineer Mal Kerley, Tidewater Skanska’s President Andrew E. Ord cited “continuing uncertainty surrounding the prioritization of transportation projects in the Hampton Roads area.” Fluor Virginia, Inc.’s Vice President Herbert W. Morgan referred to “uncertainties regarding funding and regional planning priorities for the foreseeable future” in his Nov. 28 letter to Kerley.
“After considering your request and the current status of the Project, Commissioner Ekern has directed the cancellation of this procurement,” responded Kerley in Dec. 14 letters to the companies. “VDOT appreciates and respects your concerns for the uncertainty of this project. These concerns and the impact of this delay on our established procedure to ensure open competition in our PPTA program are the main reasons for this decision.”
VDOT will return the $10,000 original proposal evaluation fee to each proposer, and the agency expects to issue a new solicitation for proposals at an appropriate date in the future.
In 2004, VDOT received unsolicited competing conceptual proposals for the project from Skanska/Washington/BAM and from Fluor Virginia, Inc. Detailed proposals were originally due March 15, 2006. That deadline was extended to Aug. 30, 2006, and again to Dec.15, 2006. For more details on the project, click here.
