Project: Statewide Environmental Documents and Related Services

Description: The Virginia Department of Transportation (VDOT) is seeking expressions of interest from consulting firms who wish to be considered to provide professional services related to the preparation of environmental documents and related studies to satisfy the National Environmental Policy Act (NEPA) for proposed transportation projects and studies on an as needed basis throughout the state.  The level of environmental documentation is expected to include all levels of NEPA documents. Services for individual components of these documents may require expertise in, air and noise impact analysis and abatement; and natural, social, and cultural resources; and hazardous materials management.  Public participation, traffic analysis and preliminary engineering also may be required.

The contract amount per term for all assigned projects will not exceed $5,000,000.  The Department reserves the right to award contracts to more than one qualified offeror. The contract will be for one term, which will be limited to two years. This contract may be renewed for two additional one-year terms at the option of the Commissioner of Highways.

Project: Preliminary Engineering Services for Improvements Along Route 220 Corridor Botetourt County

Description: The Virginia Department of Transportation is seeking expressions of interest from consulting engineering firms who wish to be considered to provide professional engineering services for improvements along the Route 220 corridor from just north of Eagle Rock to just south of the town limits of Iron Gate in Botetourt County. The scope of work will include providing roadway geometric improvements, capacity improvements and intersection improvements along this corridor to meet high speed design standards. This will be a multi-phase contract with the project comprised of three (3) potential phases. Phases for this contract have been broken out as physical boundaries between intersections along Route 220.

The Estimated Project Construction Cost of all 3 phases is $150,000,000.00. A detailed scope of work for Phase 1 will be negotiated and defined in the initial Memorandum of Agreement. The detailed scope of work for Phases 2 and 3 may be further developed prior to negotiations for a Supplemental Agreement.

Two-Year Limited Services/  On-Call Professional Pavement Services

Location:  Statewide

Description:  This On-Call Limited Pavement Engineering Services term contract is to provide professional pavement engineering services within the Commonwealth of Virginia including all nine districts, VCTIR and central offices. This is a Fixed Billable Rate Multiple award (up to 2 awards) Contract. The initial contract term will be for two years. At VDOT’s option, the contract may be extended one term (one year or the maximum allowable compensation amount for the term whichever is reached first) at a time for up to two additional terms. The maximum total compensation payable to the selected firm (the Consultant) for services authorized will not exceed $2,000,000 per term, not to exceed a total of $6,000,000 for the initial term plus extended portions of the contract for each award.

Maximum Value:  $2,000,000 per term

Limited Term Contract for On-Call Statewide Professional Traffic Engineering Consultant Services

Description: The Virginia Department of Transportation (VDOT) is seeking expressions of interest from consulting engineering firms who wish to be considered to provide on-call professional traffic engineering services for the studies, analysis, design, and operations of statewide traffic control devices within Virginia and to provide technical support and engineering recommendation on traffic engineering issues for the VDOT Central Office and the five operations regions within Virginia to include, but not be limited to: traffic models, signal operations, traffic data, traffic monitoring, work zone safety assessments, training, specifications, traffic and crash analysis, roadway safety assessments, ITS applications, traffic operation improvements, spot geometric improvements, innovative designs for safety and operations, roadside safety, access management, non-motorized traffic, public awareness, traffic calming, Strategic Highway Safety Plan development and implementation, roadway lighting, project delivery process, traffic records, database management, countermeasure evaluation, traffic control device asset management, highway rail grade crossing inventory, alternative intersection conceptual design and preliminary engineering services relating to traffic-related projects.

The initial contract term shall be limited to two (2) years with two (2) optional one-year renewable terms having a maximum value of $2,000,000 per term.
