Checklists and action plans
- Full devolution (72 KB) - This includes a checklist and outlines typical action plans the Virginia Department of Transportation (VDOT) will undertake to facilitate full devolution.
- Construction devolution (50 KB) - This includes a checklist and outlines typical actions VDOT will undertake to facilitate construction-only devolution.
- Maintenance devolution (65 KB) - This includes a checklist and outlines typical actions VDOT will undertake to facilitate maintenance-only devolution.
The Office of the Attorney General has approved the following agreements to be used as "standard agreements" by counties considering less than a full takeover of the secondary system of highways:
- Standard Agreement for Devolution (82 KB) - This agreement provides the "boilerplate" language when a county wishes to proceed with less than a full takeover of the secondary system of highways. This agreement must be accompanied with either or both of the following memorandums of understanding (MOAs):
- Standard Construction Devolution MOA (19 KB) - This MOA is to be used in conjunction with the Standard Agreement for Devolution when a county seeks to assume responsibility for its secondary highway construction program.
- Standard Maintenance Devolution MOA (168 KB) - This MOA is to be used in conjunction with the Standard Agreement for Devolution when a county seeks to assume responsibility for its secondary highway maintenance program.
- Standard Construction Devolution MOA (19 KB) - This MOA is to be used in conjunction with the Standard Agreement for Devolution when a county seeks to assume responsibility for its secondary highway construction program.
Resolution
- Resolution of Intent (12 KB) to assume responsibility for a portion of the secondary system of state highways.
This is a sample resolution that a locality may submit to the Commissioner of Transportation no later than July 1 of the year preceding the year in which a county wishes to assume responsibility for its secondary system of highways, or a portion thereof.
