Robert Osmond

Chief of Technology and Business Strategy

Robert Osmond was named chief of technology and business strategy of the Virginia Department of Transportation (VDOT) in May, 2019.

 Osmond joined VDOT in 2016 as director of the Information Technology Division (ITD), where he was responsible for transforming how information technology is performed at VDOT. Under his leadership, ITD applied agile software development methods and enterprise architecture to improve the way IT projects are planned, designed and delivered. IT work methods were improved by applying scope management systems, data-based solutions and automated software deployment processes. These organizational, process and technology changes resulted in improved procurement cycles and project performance.

Before joining VDOT, Osmond was an executive partner with IBM where he led national practices responsible for application development, organizational change management and human capital management. In his career he has supported strategic planning, business transformation and global process improvement in several Fortune 500 organizations and federal cabinet-level agencies.

Osmond is known as a mentor in the organization as well as his community. He has a passion for developing others, strategic implementation and developing technologies to drive organizational improvements.

Osmond graduated with a bachelor’s and master’s degree in industrial and systems engineering from Virginia Tech. He is also a graduate of the Virginia Executive Institute and has served as a lecturer for the George Washington School of Business and guest lecturer at the University of Maryland.
